Under the general direction of the Environmental Program Manager I (EPM I) for the Wildlife Biodiversity, Inland Fisheries and Steelhead Fisheries Programs in the South Coast Region (SCR), the incumbent supervises the Inland Fisheries functions in coastal southern California. The incumbent is responsible for directing, advising and supporting staff and working with other agency personnel, nonprofit organizations and the interested public on fisheries issues (including fish, reptiles and amphibians) involving threatened & endangered (T&E), native, non-game, game, and aquatic invasive species (Quagga) and their associated cold and/or warm water habitat systems. The incumbent will be the project manager of Sports Fish Restoration Act (SFRA) grants for Flatwater and Wild Trout. The incumbent will take an active role in applicable California Department of Fish & Wildlife (CDFW) statewide meetings and committees, applicable emergency incidents (wildfires, spills, fish die-offs) or events that occur within the SCR where assessment or remediation is requested related to fisheries or the aquatic environments.
Work includes overseeing fisheries management programs including species and habitat surveys for fish, reptiles, amphibians and aquatic invasive species for the purposes of developing and implementing fishing regulations and associated watershed, basin or species-specific management or recovery plans, and for overall conservation and recovery of fisheries resources; Participating with Headquarters (HQ) in the development of, and oversees the Regional implementation of various CDFW policies (e.g. Fully Protected species, Scientific Collecting Permits) and Permits and Programs (e.g. Private Stocking, Restricted Species, Aquaculture, bass tournaments); Acting as point of contact for all general fisheries issues where the public and media is concerned; Coordinating with other agencies, CDFW managers, supervisors and with other CDFW regions as applicable and as necessary to maintain a fully functioning Regional and Department Fisheries Program. Representing the Department at hearings and meetings including Fish and Game Commission, County Fish and Wildlife/Game Commissions, County Board of Supervisors, City Councils, and Lake Operator Boards/Water District meetings, as applicable and relevant to Fisheries Management. Position will also supervise staff and/or projects that are funded through specific federal grants (SFRA, State Wildlife Grant (SWG), and Section 6) and supervises staff that are on recovery teams or working groups for state or federally listed species. Incumbent is responsible for developing, implementing and reporting annually on federal grants and tracking budget and personnel documents associated with grants.Responsibilities include personnel management, preparation and monitoring of budgets and contracts, preparation of budget change proposals, tracking of allotments and federal grants and providing information to EPM I and Regional Manager as necessary. Develop and implement annual work plans for all staff. Select, train and evaluate personnel including preparation of probationary reports, annual performance evaluations, training and development plans, and take disciplinary actions as appropriate. Review and approve attendance reports, monitor staff budget expenditures, etc. Contribute to achieving the SCR’s Strategic Plan, the Department’s Affirmative Action Plan objectives and help implement the Americans with Disabilities Act as applicable to fisheries and public angling opportunities. Develops and analyzes legislation and regulations; prepares reviews and edits scientific, technical, and administrative reports; Represents the Department and/or SCR on regional, national, and international organizations committees relating to charismatic wildlife species, resource conservation, management, and public use. Performs other duties as assigned, including responding to requests for information from the public and others; providing expert testimony at public hearings and during legal proceedings; providing technical input and review regarding wildlife and habitats during the acquisition, planning, and management of public lands. Successfully develop, administer and track budgets; perform full supervisory and personnel tasks (hiring, disciplinary, workers compensation, provide for training, conduct performance appraisals and Individual Development Plans (IDPs)) and providing information to the Regional Manager and Deputy Director, as necessary.In order to be eligible for this position, you must either be transfer eligible or take and pass the following exam.
