Position: Test Engineer 3
Description:
Assist with any or all of the Level 1 tasks as constrained by technical training and previous testing experience.
Conduct research into and apply knowledge of Government test and evaluation concepts and related engineering, acquisition, and operations activities as needed to support T&E activities.
Plan and execute performance analysis ; assess operational and system performance requirements for testability and criticality to frame and prioritize T&E objectives and enable evaluation planning.
Review planned acquisition approaches to support T&E schedule alignment with decision maker needs.
Coordinate with program Systems Engineering (SE) and review T&E information to leverage functional analysis, system descriptions, parameter selection and dependencies, Modeling and Simulation, and risk assessments to inform evaluation planning.
Assess operational environments, prioritize scenario selection, and coordinate user participation in T&E.
Analyze performance risk areas and specify, validate, and adapt Modeling and Simulation for T&E use.
Plan program and event level risk-tailored performance estimation and analysis using various testing techniques (inspection, demonstration, survey, simulation, and physical test).
Apply statistical analysis of variations in performance to characterize confidence in estimates; design surveys for SME input and user assessments.
Select, develop, and use analysis tools.
Participate in T&E Working-level Integrated Product Team (WIPT)/Integrated Test Team for evaluation plan coordination.
Execute evaluation plans and produce various evaluation products (Evaluation Plans, Analysis Plans, Data Requirements, Risk Assessments, Evaluation Reports, Status reports, etc.).
Plan and execute performance data collection ; design data sampling schemes; ensure readiness for testing.
Select, coordinate, and calibrate instrumentation and data management tools; ensure security and regulatory compliance.
Establish Data & Configuration Management; support Data Authentication and discrepancy reporting.
Produce test documentation (Test Plans, Procedures, Reports/Briefings, Data Management Plan).
Provide technical guidance for Level 1 tasks, recommend draft plans/reports, coordinate task implementation with Government client.
Maintain awareness of relevant standards and provide overall leadership of T&E tasks, manage resources, ensure quality, and drive innovation and responsiveness to program changes.
Ensure independence of the team from the solution provider to support objectivity risk management.
Requirements: Mandatory Requirements: - Eight (8) years experience as a Test Engineer in programs and contracts of similar scope, type, and complexity (required).
- Bachelor\'s degree in Math, Science, Engineering, Statistics, Engineering Management, or a related discipline from an accredited college or university (required); Four (4) years of additional TE experience may be substituted for a bachelor\'s degree.
Technical Skills: - Creating testing procedures to evaluate software performance.
- Designing manual and automated test procedures for software evaluation.
- Building, coding, and implementing software analytic evaluation programs and procedures.
- Debugging software and correcting defects; recommending improvements for documentation and process standards.
- Running software analytics and following testing procedures.
- Documenting all testing activities.
- Reporting bugs and suggesting code or functionality improvements.
- Collaborating with team members, retesting after bug fixes, and participating in meetings with devs/clients.
- Finalizing and documenting testing processes.
- Completing final tests and submitting improvement suggestions.
Other Skills: - Leadership capability and strong communication skills.
- Experience in government or defense-related testing and evaluation environments is desirable.
- Knowledge of current and evolving agency/national/international standards.
- Quality assurance and risk management experience.
